This particular category within the MPNP is strategically designed to target International Student Working Graduates of Manitoba post-secondary education institutions and possessing valuable skilled work experience and who are currently residing in Manitoba at the time they apply for immigration.

Job Offer | – Have a job offer from their current Manitoba employer for a full-time, long term job after they have completed at least 6 months of continuous full time employment with the same employer on a valid post graduate work permit. |
Level of Education | – Must have completed of at least 1 Year in duration diploma, degree or certificate at the public, or a registered private vocational, post-secondary institution in Manitoba
– If completed graduation from a post-secondary program in province other than Manitoba in Canada are eligible if they have been offered a job in Manitoba and a required to work for at least 1 year with that employer. |
Work Experience | – Must have been continuously working for minimum 6 months for the same employer who offered them a permanent, full time job.
– Must have a valid post graduate work permit. |
Language Proficiency | – Must have job-ready English
– Must demonstrate English or French proficiency if currently working at TEER 4 & 5 (Previously NOC C & D – CLB 4). – Must demonstrate English or French proficiency if working at TEER 0,1, 2 or 3 (Previously NOC 0,A,& B) – Exempt. |
Connection to Manitoba | – Prove their connection through work experience in the province. |
Settlement Plan | – Submit a settlement plan outlining their strategy to live, work and establish themselves and their family life Manitoba as permanent residents integrating into life in Manitoba. |
Settlement Funds Requirement | – Must meet the Manitoba settlement funds requirements of CAD $10,000 for principle applicant, and CAD $2,000 for accompanying dependent.
– Must meet IRCC’s funds requirement also. |
Application Procedure
Expression of Interest (EOI) System:
- Candidates meeting minimum requirements create a profile on MPNP Online.
- Profiles are scored using the MPNP Ranking System.
- Top-ranked candidates receive Letters of Advice to Apply (LAA) during MPNP Draws.
Letter of Advice to Apply (LAA):
- Candidates with an LAA have 60 days to submit a comprehensive application online via MPNP Online.
- If approved, candidates receive a provincial nomination from Manitoba, confirming eligibility for permanent residence.
Federal Application for Permanent Residence:
- Provincial nominees must submit a federal permanent residence application after nomination.
- Candidates have 6 months to complete and mail their paper-based application.
- Processing time for paper-based PNP applications is approximately 18 months.
