Skilled Workers Overseas Stream

This immigration stream is designed for foreign individuals possessing the necessary skills and international work experience that can contribute to Manitoba’s workforce.

Candidates must demonstrate an establish connection to Manitoba through one of the following ways:

  • Support of close relatives or friends, or
  • Previous education in Manitoba or
  • Previous work experience in Manitoba or
  • An invitation to apply received from MPNP as part of a Strategic Recruitment Initiative.

Program Eligibility

Requirement

 
Express Entry Profile–         Need not required to be registered for Federal Express Entry Program
Job Offer–         Need not require a job offer to apply under this stream
Level of Education–         Need not require a minimum education requirement (However, points are awarded for having post-secondary education through the MPNP Ranking System).
Work Experience

–         Have lived in Manitoba as a temporary foreign worker or international student.

–         Must have worked full-time with a Manitoba employer for least 6 consecutive months (in case of temporary foreign worker)

–         Must have completed diploma, degree or certificate program at a public, or registered private vocational, post-secondary institution in Manitoba (In case of International student).

Language Proficiency

–         Have language proficiency requirement as per the below:

a)      For occupations at TEER 0,1,2 or 3 (Previously National Occupational Classification Skill Level 0, A, or B) – No minimum requirement.

b)     For occupations at TEER 4 or 5 (Previously NOC Skill Level C or D) – at least Canadian Language Benchmark Level 4

Connection to Manitoba

–         Establish a connection to Manitoba through the below mentioned means:

a)      Completed their education in Manitoba at a public, or registered private vocational, post-secondary institution

b)     Prior work experience in Manitoba for least 6 consecutive months

c)      A close relative (related to the applicant or applicant’s spouse) – sister or brother, niece or nephew, aunt or uncle, first cousin, mother or father, grandmother or grandfather, or friend or distant relative living in Manitoba willing to support their application.

d)     Be invited through specific MPNP Strategic Recruitment Initiatives or Exploratory Visits.

e)      Note that if the candidates do not a connection to Manitoba they are not eligible to apply under this category.

Settlement PlanRequired
Settlement Funds Requirements

–         Have a minimum of $10,000 CAD, along with an additional $2,000 CAD per spouse and accompanying dependent.

–         Have to meet the IRCC’s settlement funds requirements also.

Settlement Plan–         Submit a settlement plan detailing their integration strategy for life in Manitoba.
Points Assessment Grid–         Score at least 60 out of 100 points on the Manitoba Points Assessment Grid to qualify
Manitoba Invitation (Strategic Recruitment Initiatives)

–         Upload the letter of invitation received directly from MPNP after having an interview during a recruitment mission or exploratory visit.

 

–         Note that qualified candidates are identified through one of the Strategic Recruitment Initiatives in Manitoba and applicants cannot self-select for their eligibility with respect to connection to the province.

Application Procedure

  • Create a profile on MPNP Online portal.
  • Scores determine rankings via MPNP Ranking System.
  • Receive LAA with a 60-day application window.
  • LAAs issued based on specific criteria.
  • Often related to in-demand occupations or higher language proficiency.
  • Submit application through MPNP Online account.
  • Receive provincial nomination for permanent residence.
  • Prepare and submit a federal application for permanent residence.
  • Six months from nomination date.
