International Student Entrepreneur Pilot

This program is specifically designed for foreign nationals who have recently completed their post-secondary education in Manitoba and have at least 6 months of experience operating a business in the province.

Note that under this program up to 20 international students who have completed their graduation in Manitoba and pursued entrepreneurship are provided an opportunity in 1 calendar year to apply under this stream

Program Eligibility

Job OfferNeed not required a job offer to apply under this stream
Age–         Must be between 21 to 35 Years of age
Level of Education–         Have completed minimum 2 Years post-secondary education program from a designated institution in Manitoba (Graduates and / or their work or business experience from outside of Manitoba not eligible, but they can be considered as beneficial).
Business Experience

–         Must operate the business a senior manager in Manitoba for at least 6 Months, consistent with the Business Performance Agreement (BPA).

–         Have minimum 51% equity ownership of the business equity.

Language Proficiency–         Demonstrate Level of CLB 7 in either English or French, as per the Canadian Language Benchmark (CLB).
Business Performance Agreement

–         Have prepared a business plan.

–         Own a business in Manitoba with minimum within 51% of equity ownership.

–         Operate the business as a senior manager for minimum 6 months prior to being nominated on a Post Graduate Work Permit, consistent with the requirements of their business performance agreements.

–         Have this signed prior to the MPNP issuing them an approval – in-principle letter to implement in their business plan.

Personal Net Worth Requirement

–         Need not require any deposit to be made.

–         Need not require minimum net worth requirement

–         Net worth / source of funds, however, will be considered while the assessment of their business plan.

Settlement Plan

–         Have a valid open work permit when they apply.

–         Be residents of Manitoba at the time of application and

–         Have continuously resided in Manitoba since they have graduated.

–         Show their intention to continue to reside in Manitoba even after their nomination.

Settlement Funds–         Have sufficient liquid funds that meet the Low Income Cut-Off (LICO) standards set by Canada’s federal immigration authorities for independent financial resources for a 12 months of period.
Connection to Province

–         Demonstrate their connection through their study program completed of minimum 2 Years durations, and

–         Be owning and operating a business in Manitoba,

 Application Procedure

  • Candidates interested in the Manitoba Career Employment Pathway should start by getting in touch with the Manitoba Provincial Nominee Program (MPNP) via email at immigratemanitoba@gov.mb.ca.
  • Manitoba will assess qualifications and invite eligible candidates to attend an information session for the MPNP.
