What Is the Foreign Graduate Entrepreneur Stream?
The Foreign Graduate Entrepreneur Stream is one of four pathways under Alberta’s Entrepreneur category, alongside the Rural Entrepreneur Stream, Graduate Entrepreneur Stream, and Farm Stream. It is designed for graduates with a foreign post-secondary credential who want to establish or acquire a business in a priority industry — technology, aerospace, financial services, energy, agriculture, tourism, life sciences, or pharmaceuticals. Investment and ownership requirements differ depending on whether the business is in a rural or urban area.
This stream is designed to provide an opportunity for recent graduates who have earned a foreign post-secondary credential to achieve permanent residence status in Canada. To qualify for this stream, applicants must express a genuine intention to establish and run a business in the province of Alberta.

Application Procedure
- Expression of Interest (EOI): Candidates create a profile on AINP’s portal. Top-ranked profiles are invited to submit a Business Application.
- Business Application: Invited candidates submit a complete application within 90 days.
- Evaluation: A designated agency assesses the business plan.
- Agreement and Approval: Candidates sign a Business Performance Agreement. Alberta issues a Business Application Approval Letter.
- Residency and Business: Candidates must reside and operate their business in Alberta for 12 months.
- Federal Application: After provincial nomination, applicants have six months to submit application for permanent residence.
