The Express Entry – Skilled Worker stream, which welcomes skilled workers aiming to establish themselves in Newfoundland and Labrador. To qualify, applicants must fulfill specific criteria and possess a confirmed, full-time job offer.
Program Eligibility
Requirement | |
Express Entry Profile | – Be Registered under Federal Express Entry program having active profile. |
Job Offer | – Have a full-time job-offer minimum of 30 hours per week from a Newfoundland and Labrador employer, of at least 1 Year duration with a reasonable expectation of extension, meeting provincial employment standards, prevailing wage rates.
– Prove their eligibility to work in that occupation, if the offer is for a regulated occupation. – Have their job offer at TEER 0, 1,2 or 3 (Previously National Occupational Classification (NOC) Skill Level A or B) |
Level of Education | – Have a post-secondary degree or diploma from a Canadian institution, or a foreign credential equivalent. |
Work Experience | – Have at least 1 year of work experience in a NOC Skill Level 0, A, or B occupation within the last 10 years. |
Language Proficiency | – Demonstrate language proficiency at the level indicated on their Express Entry profile. |
Connection to Newfoundland | – Need not require to prove any specific connection to the province
– However, demonstrate their intentions to reside in the province.
– Demonstrate immigration status if residing in Canada, have a permit with at least 4 months remaining at the time of applying. |
Settlement Funds | – Meet the IRCC’s settlement funds requirements.
– Can be demonstrated through personal finances or by a valid job offer. |
Employer Requirement | – Offer the foreign national with a full-time, permanent job, meeting provincial standards in terms of pay and benefits.
– Have their business be established in Newfoundland and Labrador, and – Have been in operation for at least 2 years. – Meet employee requirement as: o Business is located at St. John’s metropolitan area – Minimum 2 full-time, permanent local employees,
o if business is located outside St. John’s metropolitan area – Minimum 1 full-time, permanent local employee.
– Demonstrate they made significant efforts to hire a Canadian citizen or permanent resident for the position before offering it to the foreign national.
– Note that if the candidates have an ownership stake in the business in which they are employed, their share of ownership cannot exceed 10%. |

- If selected, receive a provincial nomination boosting CRS score
- Prepare and submit an official application within the time frame
- Application submitted through Express Entry system with supporting documents
- Express Entry applications typically processed within six months
- Immigration authorities review, verify documents, conduct checks, and make a final decision on eligibility
