This pathway is designed for recent recipients of doctoral degrees from Ontario institutions, aiming to reside and pursue employment opportunities within Ontario.

Level of Education | – Have completed a doctoral / PhD. degree from one of the eligible Ontario eligible universities within the last 2 years.

Connection to Province | – Have lived in Ontario for at least 12 of the prior 24 months, and
– Be residents of Ontario at the time their application is submitted. |
Settlement Funds | – Meet the Immigration, Refugees and Citizenship Canada’s (IRCC) settlement funds requirement.
– Can be proven through their own finances, or a valid job offer that meets the minimum settlement funds requirement, or a combination of both. |
Legal Status in Canada | – Be living in Ontario and hold a valid work permit / implied status at the time of applying. |
Intention to live in Ontario | – Intent to live in Ontario after they have granted permanent residence.

Application Procedure:
- Eligible candidates can submit an Expression of Interest system (EOI) using the OINP’s e-Filing Portal throughout the year. EOIs are ranked using OINP’s points system.
- The highest-ranked candidates are invited to apply for nomination through OINP draws.
- Upon receiving an invitation, applicants have 14 days to apply for nomination.
- If the application is approved, Ontario notifies the applicant through their ONe-Key account within the e-Filing Portal, confirming their selection for provincial nomination.
- After provincial nomination, applicants must submit a federal application for Canadian permanent residence. This involves completing a paper-based application and mailing it to the designated application centre.
