Skilled Worker

The wide labour market in northern Canada has a strong need for skilled workers to fill shortages, and the Northwest Territories Skilled Worker stream provides provincial nomination to qualifying TEER 0,1,2 or 3 (Previously NOC Skill Level 0, A, or B) employees who declare a desire to live permanently in the territory.

If candidates meet the requirements for both the NTNP Skilled Workers stream and one of the Express Entry programs, they might qualify for expedited processing through the NTNP Express Entry stream.

Program Eligibility

Requirement  
Express Entry Profile –         Need not required to be registered under the Federal Express Entry program
Job Offer –         Have a full-time, permanent job offer from a Northwest Territories employer.

–         The job role must correspond to TEER 0,1,2 or 3 (Previously National Occupational Classification (NOC) Skill Level 0, A, or B).

Level of Education –         No minimum level of education is required.

–         Possess all of the required certification or accreditation for the occupation based on the employer job description NOC’s employment requirements for performing the duties of the offered job (Education Credential Assessment required for education outside Canada)

Work Experience –         TEER 0,1,2 or 3 (Previously NOC 0, A, or B)

–         Have full time 1 year within the last 10 years in the same / similar occupation which they are being nominated been working for the nominating.

Language Proficiency –         Have a Canadian Language Benchmark (CLB) in all 4 language abilities

o   Level 6 for TEER 0 and 1.

o   Level 5 for TEER 2 and 3

Settlement Funds Requirement –         Have a valid work permit for a duration of the entire application process.
Connection to Province –         Must be working in Northwest Territories

–         Have legal status to work in Canada

Employer / Business Requirement
  • Job Offer Requirements: The Employers must:

–         Offer a full-time, permanent job

–         The job must have comparable industry and occupation salary not be in conflict with any existing collective bargaining agreements

  • Business Requirement: The Employers must:

–         Either be a registered and operational Northwest Territories business for a minimum of a 1 year, or

–         A municipal, First Nations or Territorial govt. of the Northwest Territories

–         Have maintained good standing with both the Employment Standards office and the Workers’ Safety and Compensation Commission of the Northwest Territories.

–         The Department of Education, Culture, and Employment will verify these standings.

  • Recruitment Requirements: The Employers must:

–         Submit a positive Labour Market Impact Assessment (LMIA), or

–         Have advertised the open position both locally and nationally, if nominating a candidate with an open work permit without submitting an LMIA.

–         If a job offer is extended to a foreign national without an LMIA, the employer must also furnish information of all applicants and provide an explanation for their refusal.

Legal Status to Work –         Have a valid work permit for a duration of the entire application process.

Application Procedure

  • Employer submits the application to NTNP.
  • Processing time is typically 10 weeks.
  • If approved, both parties sign an MOU.
  • Nominee has 6 months to apply for permanent residence.
  • Permanent residence processing takes about 18 months
