Program Eligibility – Two-Step Process
- Step 1: A community nomination process where the community actively recruits newcomers to fill labour requirements. Once a candidate is selected, the community issues a letter of endorsement.
- Step 2: The endorsed candidate submits an application to the Alberta Advantage Immigration Program (AAIP) for provincial nomination.
Community Designation Requirements
For a rural community to be eligible for designation, it must meet the following criteria:

Work Experience | At least 1 year of paid full-time work experience in an eligible occupation in the last 18 months before applying (EMPP refugee applicants: at least 1 year in the past 10 years). Experience can be in Alberta or within/outside Canada. The TEER category of the work experience must align with the job offer’s TEER category (see the program’s TEER matrix). Required licensing, certification, or registration must be held for the occupation. |
Language Proficiency | CLB 5 in English or French for NOC TEER 0, 1, 2, or 3 occupations; CLB 4 for NOC TEER 4 or 5 occupations. |
Settlement Funds Requirement | Temporary foreign workers must meet the settlement funds requirement for this stream. |
