This pathway is tailored for recent master’s degree graduates from qualifying Ontario institutions who have intention of living and working in Ontario.

| Express Entry Profile | – Need not required to be registered under the Federal Express Entry progra |
| Job Offer | – Need not require a job offer to apply under this stream. |
| Level of Education | – Have completed a master’s degree of at least 1year full time study from an eligible Ontario university. |
| Work Experience | – Not specifically required |
| Language Proficiency | – Demonstrate minimum language competency score of Canadian Language Benchmark (CLB) level 7 in either English or French. |
| Connection to Province | – Have lived in Ontario for at least 12 of the previous 24 months. |
| Settlement Funds | – Meet the Immigration, Refugees and Citizenship Canada’s (IRCC) settlement funds requirement.
– Can be proven through their own finances, or a valid job offer that meets the minimum settlement funds requirement, or a combination of both. |
| Residency at the time of application: | – Either be living in Ontario with legal status study permit, work permit, visitor record, or living outside Canada. – Not be living in any other province or territory of Canada of other than Ontario. |
| Intention to live in Ontario | – Intent to live in Ontario after they have been granted permanent residence. – Intention to live in Ontario establish through employment, job offers, studying, visiting having property, professional connection, family ties, personal relationship. |
| Legal Status in Canada | – Be living in Ontario and hold a valid work permit / implied status at the time of applying. |

Application Procedure
- Qualified candidates submit an Expression of Interest system. (EOI) through the OINP’s e-Filing Portal. EOIs are ranked based on OINP points.
- The highest-ranked candidates are invited to OINP lotteries. If selected, they receive an invitation to apply for nomination.
- Invited candidates have 14 days to submit a nomination application with required documents through the OINP e-Filing Portal.
- Ontario notifies applicants through ONe-Key account if their provincial nomination is accepted, enabling them to proceed to Canadian permanent residency.
- After provincial nomination, applicants submit a federal permanent residency application to IRCC via a paper-based process, mailed to a designated center
- Paper-based PR applications are usually processed in 18 months.
